too many agents.  can we simplify bureaucracy?

Bureaucracy was based on Newtonian scientific Law of Gravity.  The sun holding the center and congress and senate do the check and balance.

It is 18th century model.  This is 21st century.  Our future will be metap-physical and we will be highly connected and government may have less control.  We as citizens must behave properly, even without external control.  This is according to the Institute of the Future. (IFTF.org.)
